In order to prevent the trans-border spread of COVID-19, passengers travelling to China are required to apply for HDC according to the NOTICE ON 18 FEB 2021. Passengers who have been vaccinated, have an infection record or had unprotected close contact with a confirmed COVID-19 patient or asymptomatic coronavirus carriers are required to apply for HDC according to the following procedure:
Passengers who have had inactivated vaccines
I. For those with uncompleted vaccination (e.g. having had only 1 dose of a 2-dose vaccine)
1. Test result: PCR Negative + IgM antibody Negative.
-HDC application can proceed as normal, and it is suggested that proof of vaccination be uploaded together with other documents.
2. Test result: PCR Negative + IgM antibody Positive.
-HDC application cannot proceed until IgM antibody is tested NEGATIVE
-OR until vaccination is completed.
II. For those who have completed vaccination (having had all the required doses of the vaccine)
1. Test result: PCR Negative + IgM antibody Negative.
-HDC application can proceed as normal, and it is suggested that proof of vaccination be uploaded.
2. Test result: PCR Negative + IgM antibody Positive.
The following documents are requested for HDC application:
-PCR NEGATIVE Test Report
-IgM Antibody POSITIVE Test Report
-Letter of Commitment of COVID-19 Vaccination
-Proof of Vaccination
Application procedure:
i. Download the Letter of Commitment of COVID-19 Vaccination (Attached at the end), fill it up and sign it.
ii. Take photos or screenshots of the following documents:
-PCR & IgM antibody tests reports issued by designated institutions (NOTICE ON 18 FEB 2021)
-Completed and signed Letter of Commitment of COVID-19 Vaccination
-Proof of vaccination
-Itinerary/Flight information
-Biodata page of passport
-Visa ( NOTICE ON 04 NOV 2020)
iii. Upload all the photos/screenshots as requested for HDC application (How to apply online).
Passengers who have had live attenuated vaccines
I. For those with uncompleted vaccination (e.g. having had only 1 dose of a 2-dose vaccine)
1. Test result: PCR Negative + IgM antibody Negative.
-HDC application can proceed as normal, and it is suggested that proof of vaccination be uploaded.
2. Test result: PCR Negative + IgM antibody Positive.
-HDC application cannot proceed until IgM antibody is tested NEGATIVE
-OR until vaccination is completed.
II. For those who have completed vaccine (having had all the required doses of the vaccine)
1. Test result: PCR Negative + IgM antibody Negative.
-HDC application can proceed as normal, and it is suggested that proof of vaccination be uploaded.
2. Test result: PCR Negative + IgM antibody Positive.
-An additional IgM antibody test (Sars-Cov-2 Nucleocapsid Protein) at designated institutions is requested.
-The above tests are not necessarily conducted by the same designated institution.
-Currently only some of the designated institutions can conduct the IgM antibody test (Sars-Cov-2 Nucleocapsid Protein). Consultation with the institution in advance is suggested.
If the IgM antibody test (Sars-Cov-2 Nucleocapsid Protein) result is POSITIVE, HDC application will not be granted.
If the IgM antibody test (Sars-Cov-2 Nucleocapsid Protein) result is NEGAITIVE, the following documents are requested for HDC application:
-PCR & IgM antibody Tests Reports
-IgM Antibody NEGATIVE Test Report (Sars-Cov-2 Nucleocapsid Protein)
-Letter of Commitment of COVID-19 Vaccination
-Proof of Vaccination

Passengers who have a COVID-19 infection record
Passengers who have a COVID-19 infection record refer to those who
1. have been diagnosed with Covid-19 by a medical institution, or
2. have a positive test record of PCR, IgM or IgG antibody test (not including positive test result due to vaccination), though never diagnosed with Covid-19 by a medical institution.
These passengers are requested to fill up the Declaration Form of Passengers who have a COVID-19 Infection Record(Attached at the end), and send all the requested documents/materials mentioned in the form to the following email addresses at least 4 weeks before applying for HDC:

COVID-19 Close Contacts
COVID-19 close contacts refer to those who have unprotected contacts with confirmed Covid-19 patients or asymptomatic coronavirus carriers.
Covid-19 close contacts are requested to:
1. self-isolate for at least 14 days after the unprotected contact; and
2. take the PCR & IgM antibody tests (NOTICE ON 18 FEB 2021) after the 14-day quarantine. HDC application can proceed if the PCR & IgM antibody tests results are both NEGATIVE.
